James C. Ballard
Chief Executive Officer
Preferred Systems Solutions

Jim brings more than 40 years of management and leadership experience to executive positions in the government services market. Jim currently serves as CEO of Preferred System Solutions, Inc. Prior to that Jim was President of Perot Systems Government Services (a subsidiary of Perot Systems Corporation (NYSE: PER)) from January 2006 to December 2007 and Chief Operating Officer from July 2002 thru December 2005, he was responsible for strategy, management, operations, and business development of the business unit. Under his direction the business unit grew from $57 million to $650 million in annual revenues through both organic growth and three key acquisitions. Prior to that Jim was the Chief Operating Officer of a privately held company, ADI Technology, that was purchased by Perot Systems in July 2002 as its government platform. He joined ADI Technology in April 1997 following a successful 24 years naval career as an Engineering Duty Officer, Submarines.

Jim received a Bachelor of Science degree in mechanical engineering from Rensselaer Polytechnic Institute and a Master of Science degree in mechanical engineering from the Naval Postgraduate School. He is a graduate of Executive Development Programs at the Kellogg School of Business at Northwestern University and the Harvard Business School.

Robert F. Toth
Senior Vice President – Contracts & Administration
ICF

Robert Toth currently serves as Senior Vice President, Contracts and Administration for ICF International, and is responsible for the overall leadership and management of the contracts administration function and administration for the company. Robert has more than 17 years of program, contract, and financial management in the federal market. His experience includes solving complex contractual and pricing matters, developing direct cost and indirect rate strategies, risk mitigation, merger & acquisition support, and ensuring internal and external compliance to include Sarbanes Oxley (SOX) reviews.

K. Clark Childers
CPA

Clark Childers is a Certified Public Accountant and a former partner with the firm of Cherry, Bekaert & Holland. He has over 30 years of accounting and finance experience, concentrating in providing consulting, accounting and auditing services to government contractors. A current member of the Firm's Executive Board, Clark has extensive experience working with government contracting, engineering, professional services and technology firms. He has participated in a broad range of consulting projects in the areas of planning and budgeting, financing, allowability and allocation of costs, financial and accounting procedures, accounting systems, incentive compensation and employee benefit plans and acquisitions and divestitures.

Eric Adolphe
Founder and Former CEO
OPTIMUS Corporation

Eric Adolphe founded OPTIMUS Corporation and served as CEO for 15 years. Adolphe led the firm in numerous inventions, including one that received NASA's prestigious "Most Innovative Software Product of the Year" award in 1997. He has received numerous awards for his work. Through his leadership, OPTIMUS received the 2003 National Capital Business Ethics Award. Other honors include the National Society of Black Engineers' 2006 "High Tech Innovators and Humanitarian Award;" the 2002 Maryland High-Tech Council's "Entrepreneur of the Year Award;" and NASA's 2001 "Certificate of Achievement for an Innovation the Significantly Advances Aerospace Technology." Eric's work was exhibitied in the "Women and Minority Inventors" at the National Inventors Hall of Fame in Canton, Ohio. He was also recognized by the Federal Aviation Administration.
